was sorry to find that all the
proclamations
are made out in
the name of H.E. The Governor,
not
in
My name.
This
appear to have
been done in order to prevent people
from coming
to me and making enquiries, which would have frustrated all their designs. But the fact of the Proclamations not being made in My name, makes the charge of Mr. Deane against the Merchants groundless, and it appears that they had not the slightest idea of the import of the other papers, none but my notice being in English from which they learnt its contents.
